Resumo: O presente estudo visa analisar a implementação da inteligência artificial (IA) na Justiça Federal da Seção Judiciária do Estado do Maranhão (SJMA), com o foco principal na averiguação da aplicação dos princípios constitucionais da celeridade e da eficiência, tomando como base o lapso temporal entre 2013 a 2023. Problematizou-se em que medida a adoção de ferramentas de inteligência artificial tem contribuído para a promoção dos princípios constitucionais da eficiência e da celeridade da Justiça Federal da Seção Judiciária do Estado do Maranhão. Para isso, inicialmente, foi necessário descrever o contexto histórico da evolução da inteligência artificial, buscando destacar seus conceitos e noções preliminares, destacando como se deu sua implementação no Poder Judiciário brasileiro. Na sequência, buscou-se compreender os princípios constitucionais da eficiência e da celeridade, observando seu alinhamento com o uso da inteligência artificial no sistema judicial. Por último, analisou-se a implementação da inteligência artificial e as inovações promovidas pela Justiça Federal na Seção Judiciária do Estado do Maranhão. Para tanto, utilizou-se o método de abordagem indutivo, método de procedimento jurídico-descritivo e jurídico-diagnóstico, além das técnicas de pesquisa documental, bibliográfica e quali-quanti. Confirmou-se a hipótese de que a integração da ferramenta da inteligência artificial (IA) na Justiça Federal da Seção Judiciária do Estado do Maranhão contribui para a concretização dos princípios constitucionais da celeridade e da eficiência.
Abstract: This study aims to analyze the implementation of artificial intelligence (AI) in the Federal Court of the Judicial Section of the State of Maranhão (SJMA), with the main focus on investigating the application of the constitutional principles of speed and efficiency, taking as a basis the time lapse between 2013 (pre-AI period) and 2023 (post-AI period). The study questioned the extent to which the adoption of artificial intelligence tools has contributed to the promotion of the constitutional principles of efficiency and speed in the Federal Court of the Judicial Section of the State of Maranhão. To this end, it was initially necessary to describe the historical context of the evolution of artificial intelligence, seeking to highlight its preliminary concepts and notions, as well as the way in which it was implemented in the Brazilian Judiciary. Next, we sought to understand the constitutional principles of efficiency and speed, observing their alignment with the use of artificial intelligence in the judicial system. Finally, we analyzed the implementation of artificial intelligence and the innovations promoted by the Federal Court in the Judicial Section of the State of Maranhão. To this end, we used the inductive approach method, the legal descriptive and legal-diagnostic procedure method, in addition to documentary, bibliographic and quantitative research techniques. The hypothesis that the integration of the artificial intelligence (AI) tool in the Federal Court of the Judicial Section of the State of Maranhão contributes to the realization of the constitutional principles of speed and efficiency was partially confirmed.
