Impactos do Programa Bolsa Família na vida das famílias egressas com foco nas mulheres titulares do benefícios em São Luís/MA

Abstract

This dissertation presents a study about the possible effects of Bolsa Família Program (BFP) on formers beneficiary families in the period of 2009/2013 in São Luís, Maranhão. The study focused mainly on the women, Families Responsible (FRs) to the Program, their empowerment process and the autonomy achievement driven forward by the income transference, and their perception with regards to responsibilities in the compliance with the Program conditions. For the analysis, there were considered the labor background previous, during and after the enrollment at the BFP; and the changes in the education, health and woman autonomy, during the enrollment at the Program, and after the ending of it, the lasting effects or the ones that have ended. The research has a qualitative approach, a social programs impact assessment. Semi-structured surveys were conducted with technicians and coordinators of five (5) Reference Centers for Social Assistance (CRAS), with the local officer for Social Assistance, and developed focal groups composed by families responsible, formers beneficiary of BFP. There should be highlighted the following conclusions: the Program contributed to the reduction of emergency material destitution; had an effect on the formal enrollment and permanence of children and adolescents at school, possibly contributing with the reduction of children labor; made possible the access of some of the families to other complimentary programs, as the housing acquisition; strengthened the decision making process by the woman, however the reproductive labor, of taking care of the children, under her almost exclusive responsibility, was empowered by the Program, with regards to the compliance with the conditions.
