Abstract: This dissertation critically analyzes the implementation of the National Program for&#xD;
Quality of Life for Public Security Professionals (Pró-Vida) within the framework of the&#xD;
Unified Public Security System, with emphasis on its repercussions for the mental&#xD;
health of military police officers in the contemporary neoliberal context. The study is&#xD;
based on the assumption that the formal existence of public policies does not, in itself,&#xD;
ensure their effectiveness as social rights, considering policy implementation as a&#xD;
political, institutional, and bureaucratic process shaped by rationalities, disputes, and&#xD;
power relations. The research adopts a qualitative, analytical, and critical approach,&#xD;
grounded in bibliographic review and documentary analysis of normative frameworks,&#xD;
programs, and institutional arrangements related to public security policy and mental&#xD;
health. The theoretical framework articulates contributions from the literature on public&#xD;
policy implementation, bureaucracy, and neoliberalism, drawing on authors such as&#xD;
Max Weber, Dardot and Laval, David Harvey, Amartya Sen, Erving Goffman,&#xD;
Christophe Dejours, and Richard Sennett, among others. The findings indicate that the&#xD;
implementation of the Pró-Vida Program occurs in a selective, fragmented, and&#xD;
episodic manner, conditioned by bureaucratic constraints, weak interinstitutional&#xD;
coordination, the absence of robust mechanisms for participation and social control,&#xD;
and subordination to the neoliberal logic of managing distress. The analysis shows that&#xD;
the policy tends to operate more as an instrument for administering the effects of&#xD;
psychological suffering than as a structural strategy to guarantee the right to mental&#xD;
health, producing a gap between legal norms and the concrete experience of military&#xD;
police officers. It is concluded that the limitations of the Pró-Vida Program stem less&#xD;
from its normative formulation and more from the institutional conditions of its&#xD;
implementation, reinforcing the need to strengthen workers’ participation,&#xD;
administrative accountability, and the reorientation of mental health policies in the field&#xD;
of public security as a collective responsibility of the State.

Abstract: This dissertation analyzes the challenges faced by adolescents serving custodial&#xD;
socio-educational measures in São Luís, Maranhão, between 2018 and 2023, with a&#xD;
focus on the influence and hegemony of criminal factions. The research adopts a&#xD;
historical-dialectical materialist approach to examine the social construction of&#xD;
adolescence in Brazil, tracing its evolution from punitive legislation, such as the 1830&#xD;
Penal Code, to the doctrine of full protection consolidated by the Statute of the Child&#xD;
and Adolescent (ECA) in 1990. The study argues that, despite legal advancements, a&#xD;
logic persists that criminalizes poverty and marginalized youth, treating social&#xD;
inequality as a matter of public security. It analyzes how the State’s failure to guarantee&#xD;
basic rights creates power vacuums, which are occupied by criminal organizations that&#xD;
offer a sense of belonging and identity to vulnerable youth. The research investigates&#xD;
the emergence and consolidation of factions in Maranhão, the recruitment dynamics&#xD;
both inside and outside the socio-educational system, and the impacts of this reality&#xD;
on the implementation of the measures. Finally, it examines the institutional strategies&#xD;
of the Fundação da Criança e do Adolescente (FUNAC) to mitigate the influence of&#xD;
these groups, highlighting structural challenges such as overcrowding and policy&#xD;
discontinuity, as well as the need for intersectoral actions to ensure effective social&#xD;
reintegration and break the cycle of violence.

Abstract: The quilombola communities of Itapecuru-Mirim/MA experience historical conflicts related &#xD;
to racism, institutional invisibility, land disputes, and the denial of their ways of life. In the &#xD;
field of education, these communities have been demanding public policies that respect their &#xD;
ancestry, culture, and self-determination. This study focused on the central research question: &#xD;
to what extent does the quilombola educational public policy in Itapecuru-Mirim meet the &#xD;
demands of quilombola leaders? Its general objective was to analyze the quilombola &#xD;
educational public policy in the communities of Itapecuru-Mirim/MA based on the demands &#xD;
of these leaders. The specific objectives were: to discuss the historical trajectory, contexts, &#xD;
and achievements of the struggle of quilombola communities for specific school education in &#xD;
Brazil; to understand which demands guide the struggle for quilombola school education in &#xD;
the communities of Itapecuru-Mirim/MA; and to investigate the scenario of quilombola &#xD;
educational public policy in Itapecuru-Mirim in light of those demands. The study is justified &#xD;
by the urgency of listening to quilombola voices in the formulation of educational policies, &#xD;
recognizing them as political subjects who produce their own knowledge and resist the &#xD;
coloniality of power and knowledge. The theoretical-methodological framework articulates &#xD;
Marxist historical-dialectical materialism with the decolonial approach, to understand &#xD;
capitalism, coloniality, and racism as oppressive systems over quilombola ways of life, and to &#xD;
highlight the struggle for education as a political act of resistance. This is a qualitative &#xD;
research, complemented by quantitative data. The study used bibliographic research, &#xD;
documentary analysis, and fieldwork, the latter through semi-structured interviews with &#xD;
quilombola leaders, quilombola teachers, and a staff member from the Maranhão State &#xD;
Department of Education (SEDUC/MA). The findings show that the three main demands &#xD;
made by quilombola leaders in Itapecuru-Mirim are: the valorization of the transmission of &#xD;
elders' knowledge through oral tradition and the inclusion of community cultural practices in &#xD;
the school program and calendar; the teaching of Afro-Brazilian History and Culture; and the &#xD;
prioritization of quilombola teachers from the communities themselves. Despite legal &#xD;
advances achieved through the struggle of quilombola communities, educational policies have &#xD;
not sufficiently addressed these demands. As such, the quilombolas of Itapecuru-Mirim &#xD;
continue to fight for an education rooted in their ancestry, territory, and collective identity.

Abstract: This dissertation investigates the access of family farmers to the institutional market&#xD;
established within the scope of the National School Feeding Program (PNAE) in the&#xD;
São Luís Regional Education Unit (URE São Luís), which is part of the Maranhão State&#xD;
Department of Education, during the period from 2021 to 2024. Guided by the historical&#xD;
and dialectical materialist method, the study seeks to understand family farming&#xD;
through theoretical debates as well as its current configuration in both the Brazilian&#xD;
and Maranhão contexts. By tracing the history of the school feeding policy, it is&#xD;
demonstrated that the inclusion of family farming results from the recognition of this&#xD;
social segment’s importance, shaped by political mobilizations since the 1990s. Based&#xD;
on the analysis of official documents and field research, the study shows that access&#xD;
to the institutional market under investigation is largely restricted to consolidated formal&#xD;
groups with logistical capacity and transportation. Consequently, the policy fails to&#xD;
encompass the diversity of family farming and requires complementary mechanisms,&#xD;
like agreements among family farmers, in order to achieve less exclusionary outcomes.
