Abstract: This dissertation analyzes public sanitation policy in the context of urban quilombos,&#xD;
focusing on the Urban Quilombo of Liberdade, located in São Luís, Maranhão, Brazil.&#xD;
The study is based on the recognition of basic sanitation as a fundamental human right&#xD;
and a structuring public policy, directly related to the production of urban space, social&#xD;
issues, and the socio-spatial inequalities historically constituted in Brazil. The research&#xD;
is grounded in the theoretical framework of historical-dialectical materialism and adopts&#xD;
a predominantly qualitative approach, supported by quantitative data, combining&#xD;
bibliographic review, documentary analysis, secondary data, and semi-structured&#xD;
interviews conducted with quilombo residents, public managers, and representatives&#xD;
of quilombola social movements. The results demonstrate that sanitation policy in the&#xD;
studied territory is marked by punctual advances, structural limitations, and institutional&#xD;
challenges, especially regarding the capacity of public authorities to address the&#xD;
territorial, geographic, racial, and cultural specificities of urban quilombos. The study&#xD;
concludes that the universalization of sanitation in these territories requires integrated&#xD;
public policies guided by the Right to the City, spatial justice, and the recognition of&#xD;
quilombola communities as collective subjects of rights.

Abstract: Study on the insertion of Social Work into basic education policy in Brazil, apprehended&#xD;
within the contradictory movement of neoliberal educational reforms oriented toward&#xD;
market interests, against which stands the professional ethical-political project linked&#xD;
&#xD;
to the historical necessity of human emancipation. The study seeks to capture the ne-&#xD;
xus between labor, education, and Social Work, particularized in the historical process&#xD;
&#xD;
of the constitution of professional practice within the educational field, situated in the&#xD;
&#xD;
totality of the social relations of dependent Brazilian capitalism. It starts from the un-&#xD;
derstanding of education as a strategy for the emancipation of the historical subject,&#xD;
&#xD;
constituted within the sphere of class struggle and tensioned by societal projects&#xD;
&#xD;
whose contradictions are reproduced in antagonistic policies and expressed in the con-&#xD;
duct of educational policies and in the forms of organization of school work. The rese-&#xD;
arch analyzes how contemporary transformations in the world of labor and educational&#xD;
&#xD;
policy, guided by neoliberal logic, reconfigure the tendencies that shape professional&#xD;
&#xD;
practice and the provision of basic education, imposing new demands on the interven-&#xD;
tion of social workers, marked by focalization, precariousness, and the expansion of&#xD;
&#xD;
poverty-management strategies. In this context, it demonstrates that professional in-&#xD;
sertion in this field is configured as a historical process crossed by tendencies and&#xD;
&#xD;
disputes, in which institutional demands and the possibilities for constructing practices&#xD;
oriented toward the guarantee of rights and toward the horizon of human emancipation&#xD;
are articulated in contradictory ways. The reflections indicate that the insertion of social&#xD;
&#xD;
workers into basic education takes place amid concrete conditions marked by structu-&#xD;
ral and institutional limits, but also by possibilities for critical intervention. It is&#xD;
&#xD;
highlighted that the tendencies identified in the academic production reveal an inter-&#xD;
vention tensioned between practices of an assistentialist and developmentalist nature&#xD;
&#xD;
and strategies aimed at defending and expanding the realization of rights, evidencing&#xD;
the centrality of the dispute over social direction and consciousness within the school&#xD;
environment. It is understood that the consolidation of this professional insertion, also&#xD;
materialized in the achievement of Law No. 13,935/2019, remains conditioned by the&#xD;
correlations of forces that structure class society. In this sense, the study reaffirms the&#xD;
contradictory and strategic character of social workers’ intervention in basic education,&#xD;
which is not reduced to the implementation of policies or the formal expansion of rights,&#xD;
but is constituted as a field of disputes in which professional intervention can tension&#xD;
&#xD;
the reproduction of inequalities and contribute to the construction of processes of criti-&#xD;
cal consciousness formation toward human emancipation.

Abstract: This study aimed to map the experience of sexile in the lives of LGBT+ people who&#xD;
were compulsorily displaced from their territories of origin due to hostile family and&#xD;
social environments. The concept of sexile, coined by Manuel Guzmán in 1997, is&#xD;
understood as a form of forced displacement arising from the impossibility of&#xD;
remaining, produced by heterocisnormative structures, which constitutes a form of&#xD;
vulnerability not yet recognized in Brazilian public policies. The theoretical and&#xD;
methodological framework is anchored in Deleuzo-Guattarian philosophy, taking&#xD;
cartography as a research-intervention method, in articulation with psychoanalysis&#xD;
and Judith Butler's notion of precarity. The decolonial perspective guided the&#xD;
epistemological position of the research, while the dialogue with queer theory&#xD;
underpinned the conceptual discussion of sexile. To examine the relationship&#xD;
between this phenomenon and the state apparatus, the concept of necrobiopower&#xD;
was articulated with John Kingdon’s Multiple Streams Model (1995) in order to&#xD;
understand why sexile has not entered the Brazilian policy agenda. The empirical&#xD;
material consisted of nine semi-structured interviews conducted between September&#xD;
and October 2025 with LGBT+ individuals who experienced forced displacement.&#xD;
The analysis of these narratives showed that sexile unfolds through coexisting&#xD;
movements of estrangement, departure, and arrival, shaped by a non-linear&#xD;
temporality in which arrival remains suspended. The findings indicate that the&#xD;
institutional invisibility of this phenomenon operates intentionally as a technology of&#xD;
dehumanization, keeping displaced LGBT+ lives in a state of permanent precarity,&#xD;
without the statistical or conceptual categories that would render them legible to the&#xD;
state apparatus. The study concludes that recognizing sexile as a category within&#xD;
Brazilian public policies is a necessary condition for systematically unprotected lives&#xD;
to cease being invisible to the State.

Abstract: Leisure is established as a social right and a fundamental human need, whose&#xD;
fulfillment is historically strained by the accumulation dynamics of the capitalist system&#xD;
and transformations in the world of work. This study aimed to analyze, in the context&#xD;
of leisure, the elements prioritized for entering or exiting the government agenda of the&#xD;
City Hall of São Luís, based on the Multi-Year Plans (PPAs) for the periods 2018-2021&#xD;
and 2022-2025. Methodologically, a qualitative documentary and bibliographic&#xD;
research was conducted, utilizing the content analysis technique to identify prioritized&#xD;
problems and the solutions linked to them by the municipal public power. Considering&#xD;
the analyzed data, the results reveal discrete differences between the two PPAs,&#xD;
inferring that the proposed solutions for leisure had merely incremental characteristics,&#xD;
as the suggested changes were small or moderate and the leisure contents addressed&#xD;
by municipal action were considered quite limited. The needs for infrastructural&#xD;
intervention and the guarantee of access to leisure actions were the primary problems&#xD;
selected to compose the Municipal Public Power's agenda.
