Abstract: Discussing human behavior related to actions that are classified as “normal” and others&#xD;
as “deviant” has always been at the center of human debates. After all, what justifies&#xD;
the criminal, deviant act. What drives an individual to commit a crime against their&#xD;
fellow human beings. Philosophy, sociology, and criminology have taken it upon&#xD;
themselves to propose theoretical bases to explain crime and the state's right to&#xD;
punish. These theories can be divided into two theoretical bases: consensus and&#xD;
conflict, with different, conflicting epistemological bases. The purpose of this paper was&#xD;
to present an approximation between two important categories for understanding crime&#xD;
in modern times: urban disorder, from the Chicago School, based on the theory of&#xD;
consensus, and the category of structural violence, coined by Alessandro Baratta and&#xD;
his critical criminology, with a theoretical alignment in the discourses of conflict. The&#xD;
Chicago School's urban and social disorder serves as a micro-sociological analysis,&#xD;
with an empirical basis for understanding the phenomenon of the spatiality of cities and&#xD;
&#xD;
the address of crime. The category of structural violence, from a more macro-&#xD;
sociological viewpoint, anchors a connection between class interests and the great&#xD;
&#xD;
inequalities that exist in cities, also pointing to those who classify what is “normal” and&#xD;
what is “deviant.” Once the theory has been established, two neighborhoods in São&#xD;
Luís with antagonistic data on intentional violent crimes in the years 2017-2021 were&#xD;
used to demonstrate that the CEP of certain crimes, such as intentional violent crimes&#xD;
(IVC), are generally associated with a great deal of structural and social urban disorder,&#xD;
perusing as a solution that public security policies should be thought of in parallel with&#xD;
public safety policies, attacking urban disorder and structural violence in a planned&#xD;
way.

Abstract: Collective land conflicts, both urban and rural, emerge as expressions of historically &#xD;
consolidated structural inequalities in the Brazilian context, marked by land informality, &#xD;
housing deficits, and the insufficiency of public policies aimed at access to land and housing. &#xD;
The judicialization of these disputes has revealed the limitations of the traditional procedural &#xD;
model, especially classical possessory protection, which often proves incapable of producing &#xD;
stable and socially legitimate solutions. In this context, situated within the research line &#xD;
Dynamics and Effectiveness of Justice System Institutions and linked to the research project &#xD;
The Crisis of Representative Democracy in the 21st Century, this dissertation analyzes &#xD;
structural litigation as an instrument for the realization of the fundamental right to housing, &#xD;
focusing on the performance of the Land Conflict Resolution Commission of the Court of &#xD;
Justice of the State of Maranhão, in light of the guidelines established by ADPF 828. The &#xD;
research adopts a qualitative and theoretical-empirical approach, developed through specialized &#xD;
bibliographical review, normative analysis, and documentary examination of institutional acts &#xD;
and procedural records related to the Commission’s activities. It is grounded on the &#xD;
understanding of collective land conflicts as structural problems, characterized by persistent &#xD;
states of institutional nonconformity, which require prospective, dialogical, and cooperative &#xD;
judicial responses. From this perspective, the study examines structural litigation and the Multi&#xD;
Door Courthouse paradigm as models capable of guiding structural decisions, transition &#xD;
regimes, and mechanisms of continuous monitoring, fostering interinstitutional coordination &#xD;
and the participation of affected communities, in dialogue with contemporary challenges &#xD;
concerning the transformation and effectiveness of justice institutions. It concludes that the &#xD;
Land Conflict Resolution Commission of the Court of Justice of Maranhão constitutes a &#xD;
relevant institutional mechanism for the practical implementation of structural litigation, &#xD;
contributing to the restructuring of judicial responses to collective land conflicts, the mitigation &#xD;
of the social impacts of evictions, and the promotion of the right to housing, although it still &#xD;
faces limits arising from the complexity of such conflicts and from the dependence on &#xD;
extrajudicial public policies for the consolidation of negotiated solutions.

Abstract: Noise pollution, especially in urban settings, undermines rest and health and&#xD;
constitutes a daily source of social conflict and the deterioration of community life. In&#xD;
this context, this study analyzes the crime of noise pollution in the Anjo da Guarda&#xD;
neighborhood, in São Luís, Maranhão (Brazil), in 2024. Mechanisms of social control&#xD;
are situated within two broad matrices whose assumptions serve as epistemological&#xD;
anchors: on the one hand, the tradition associated with the classical liberal state and&#xD;
a consensual conception of society; on the other, perspectives grounded in the idea of&#xD;
a structurally conflictual society. From this framework, the study examines the contours&#xD;
of Critical Criminology and the social disorganization theories linked to the Chicago&#xD;
School tradition, whose foundations were later incorporated into Criminology of Place,&#xD;
also examined within the scope of opportunity theories. It further points to the possibility&#xD;
of developing an acoustic criminology. Methodologically, the research adopted a&#xD;
predominantly inductive line of reasoning, using descriptive and diagnostic procedural&#xD;
methods, through a literature review, analysis of documentary sources from units of&#xD;
the Maranhão Civil Police, fieldwork, and interviews with community leaders in the&#xD;
aforementioned neighborhood. The results revealed a spatial concentration of records&#xD;
(a hotspot) and marked contiguity between bars and residences. The study concluded&#xD;
that the effectiveness of social control is fragile, associated both with insufficient state&#xD;
oversight and with indications of low social cohesion. Finally, it concluded that the&#xD;
persistence of noise pollution stems from the articulation between cultural and&#xD;
institutional vectors, which may guide more rational and effective strategies.

Abstract: This research aimed to analyze the process of municipalization of public security from &#xD;
the perspective of situational prevention, using the city of São Luís, in the state of &#xD;
Maranhão, as an empirical reference. The focus was on identifying crime hotspots in &#xD;
light of the theoretical contributions of Place Criminology and Crime Geography. It was &#xD;
understood that crime is not distributed homogeneously in urban space, but tends to &#xD;
concentrate in certain areas, influenced by structural, environmental, and social &#xD;
factors. In this context, the study sought to investigate how municipal management can &#xD;
play a strategic role in confronting various forms of violence, through the formulation &#xD;
and implementation of more territorialized and sensitive public security policies tailored &#xD;
to local specificities. From a methodological point of view, this is a qualitative study, &#xD;
guided by an inductive approach. The procedures adopted were based on socio-legal&#xD;
critical and descriptive-diagnostic legal methods, combining bibliographic review with &#xD;
documentary analysis of data from official public security institutions. It is expected that &#xD;
the research findings will contribute to a broader understanding of the role of &#xD;
municipalities in the construction of preventive policies, highlighting the potential of &#xD;
situational prevention in reducing opportunities for crime and improving urban security &#xD;
management. Thus, the study aims to strengthen the debate on public security at the &#xD;
local level, spatial criminology, and prevention policies, offering theoretical and &#xD;
empirical foundations that can support institutional action and the development of more &#xD;
effective strategies in addressing urban violence.
