Abstract: This dissertation aims to analyze the risks and maritime accidents involving artisanal fishing&#xD;
vessels in the communities around the Itaqui Port Complex in São Luís, Maranhão. The research&#xD;
seeks to understand the working conditions of fishermen, the challenges posed by the&#xD;
precariousness of vessels and the lack of adequate regulation, and to propose measures to&#xD;
mitigate risks and promote safety in fishing activities. The work is divided into two main&#xD;
chapters. The first chapter presents a systematic literature review on maritime accidents,&#xD;
focusing on fishing vessels, using databases such as Google Scholar, SciELO, and Scopus. The&#xD;
review addresses topics such as safety culture, accident prevention, and the challenges faced by&#xD;
artisanal fishermen, highlighting the importance of maritime regulation and the implementation&#xD;
of public policies for occupational safety. Thirty articles published between 2007 and 2024&#xD;
were selected, which demonstrate the need for preventive measures and training to reduce the&#xD;
occurrence of accidents. The second chapter focuses on the practical analysis of risks and&#xD;
accidents in the fishing communities around the Itaqui Port Complex. The methodology&#xD;
included field visits, application of questionnaires, and the use of the Design Science Research&#xD;
(DSR) method to identify and propose solutions to the identified problems. The main vessels&#xD;
used (canoes, bianas, and boats) were analyzed, along with the risks associated with each and&#xD;
the socioeconomic and environmental impacts of maritime accidents. The research also&#xD;
developed risk maps using AutoCAD software, which allowed the visualization of the main&#xD;
points of vulnerability in the vessels. The results indicate that bianas are the vessels with the&#xD;
highest incidence of accidents, followed by canoes and boats. The lack of formal safety training&#xD;
and inadequate maintenance of vessels were identified as critical factors that increase the&#xD;
vulnerability of fishermen. In addition, the research highlighted the need for public policies that&#xD;
promote the training of fishermen, the improvement of vessel conditions, and the&#xD;
implementation of accessible safety technologies. The dissertation concludes that safety in&#xD;
artisanal fishing is a complex challenge that requires the integration of traditional knowledge,&#xD;
effective regulation, and investments in infrastructure and technology. The research contributes&#xD;
to the understanding of the risks faced by fishing communities and provides subsidies for the&#xD;
development of public policies that promote the sustainability of fishing activities and&#xD;
environmental protection.

Abstract: This dissertation aimed to analyze the practice of hydraulic landfill in the Anil and Bacanga&#xD;
river basins in São Luís (MA), and its environmental, social, and economic impacts, considering&#xD;
the relationship between urban expansion, territorial planning, and integrated water resources&#xD;
management. The study was structured based on the development of four scientific articles that&#xD;
addressed different dimensions of the occupation and transformation of these basins, in addition&#xD;
to an analysis of environmental legislation. The methodology included a literature review,&#xD;
analysis of current environmental and urban planning legislation, and mapping of the filled&#xD;
areas using geoprocessing and remote sensing techniques, allowing the identification of the&#xD;
spatial evolution of these interventions over time. The results showed a significant growth in&#xD;
filled areas, associated with the accelerated urbanization process and, in many cases, the&#xD;
absence of adequate planning. Direct impacts on hydrological dynamics were observed, such&#xD;
as reduced natural drainage capacity, intensified flooding, and degradation of aquatic&#xD;
ecosystems, in addition to the exacerbation of social vulnerabilities and economic impacts&#xD;
related to the loss of ecosystem services and increased public costs. Finally, the dissertation&#xD;
highlights the importance of continuous monitoring, strengthening public policies, and&#xD;
integrating urban planning and watershed management, in line with the Sustainable&#xD;
Development Goals (SDGs), aiming to promote more sustainable and resilient cities.

Abstract: The coastal zone, constitutionally recognized as national heritage, is a territorial domain of &#xD;
notorious ecological, socioeconomic, and cultural complexity, demanding Integrated Coastal &#xD;
Management (ICM) for spatial planning. This study aimed to analyze the political-institutional &#xD;
framework of coastal zone management in the four municipalities of Ilha do Maranhão (São &#xD;
Luís, São José de Ribamar, Raposa, and Paço do Lumiar), proceeding with a critical evaluation &#xD;
of governance based on established criteria and identifying its structural limitations and socio&#xD;
environmental constraints. Adopting a mixed methodological approach, predominantly &#xD;
qualitative and descriptive-exploratory in nature, the research was structured in four &#xD;
interdependent chapters: Chapter I – Foundations on Coastal Zone Management and Interfaces &#xD;
with the Sustainable Development Goals — used a literature review (hybrid, narrative and &#xD;
systematic) to ground Coastal Zone Management, highlighting its interrelation with the &#xD;
Sustainable Development Goals (SDGs) of the 2030 Agenda (especially SDGs 6, 11, 13, 14, &#xD;
15 and 17); Chapter II – Integrated Coastal Zone Management in Brazil and the Development &#xD;
of Management Instruments, conducted a comprehensive survey of the legal framework and &#xD;
discussed the principles and practices of coastal governance, highlighting the institutional &#xD;
challenges that hinder the effectiveness of actions; Chapter III – Analysis of the Political and &#xD;
Institutional Framework of the Coastal Zone of Ilha do Maranhão – used documentary analysis &#xD;
(Master Plans, Land Use and Occupation Laws, and budgetary instruments PPA, LDO, LOA) &#xD;
and secondary indicators (IBGE, SINISA) to analyze the economic, social, and environmental &#xD;
dimensions of the four municipalities studied; and Chapter IV – Application of Barragán's &#xD;
Decalogue (2004) as an Instrument for Evaluating the Coastal Management Structure of the &#xD;
Municipalities of Ilha do Maranhão – applied the methodology of Barragán's Decalogue (2004) &#xD;
through semi-structured interviews with public environmental managers (municipal and state). &#xD;
The research revealed institutional fragility, federative asymmetry, and disarticulation between &#xD;
public entities, in addition to the absence of Municipal Coastal Management Plans (PMGC) and &#xD;
Integrated Coastal Management Plans (PGI). The critical interview with Professor Barragán &#xD;
(2025) validated the diagnosis and guided the propositional phase, indicating that overcoming &#xD;
fragmented management requires the construction of cooperative and integrated governance, &#xD;
supported by the articulation of three strategic axes: alliances, instruments, and resources. It is &#xD;
concluded that the effectiveness of coastal management on Maranhão Island is incipient and is &#xD;
conditioned by institutional strengthening, inter-federative integration with social participation, &#xD;
and budgetary and financial guarantees for coastal management. The research reaffirms the &#xD;
need to fully incorporate the coastal and marine dimensions into municipal planning &#xD;
instruments to consolidate management aligned with the principles of sustainability and the &#xD;
SDGs.

Abstract: The Barreirinhas Basin Continental Shelf is located between the 44° W and 42° W meridians &#xD;
and the 0° S and 3° S parallels. It is a complex environment with irregular geometry and &#xD;
morphology, low river flow and a large tidal range (3.75 m). The aim of this study was to &#xD;
classify and characterize marine sediments (granulometry and morphoscopy) and sediment &#xD;
transport trends using the Multi Sediment Trend Analysis (MSTA) model. The surface &#xD;
sedimentary cover of this platform consists mainly of quartz sands. Based on carbonate &#xD;
concentrations, two sedimentary facies were recognized, one terrigenous and one biogenic, &#xD;
the former predominating on the inner continental shelf and the latter on the outer shelf. Muddy &#xD;
sediments from before the Last Postglacial Marine Transgression could be recognized, and are &#xD;
currently undergoing a rapid erosion process. Bathymetry within the sampling grid shows &#xD;
sandy banks at shallow depths and evidence of submarine canyons on the outer shelf in &#xD;
connection with the paltaform break. The MSTA model indicated a trend of transport from &#xD;
both the inner and outer shelf converging on the middle shelf, as a result of an improvement &#xD;
in particle size selection.
